If an initiative does not happen, the process will be <br /> faster. <br /> <br /> Mayor Tarver suggested having some representation from the School Board work with <br />the committee regarding pedestrian traffic. He understood another committee would be created <br />to study and make recommendations regarding trip reductions to the original committee, which <br />would include the recommendations in its presentation to Council. <br /> <br /> Mr. Homolka said the West Las Positas Committee would like to be the directing force <br />because it is looking for specific issues. But as other issues come up the committee would <br />address them. For example, if the committee comes up with an idea that does not reduce <br />northbound peak trips then it should be addressed. <br /> <br /> Mayor Tarver hoped the committee would include the job/housing balance land use in <br />its study. <br /> <br /> Mr. Homolka said the consultants understand that is an important issue. <br /> <br /> Deborah Acosta said staff is finalizing an updated CIP as part of the two year budget <br />process. These items have been included which will be presented to Council next week and then <br />Council can considered the funding side of this during the budget workshops. <br /> <br /> Mayor Tarver said there is a group of businesses and others who have formed an alliance <br />to try and get the trip reduction voluntary program moving forward and to come up with <br />alternatives to prevent the need for a mandated program. He thought this group would be <br />interested in assisting or participating and the Air District might have funding for a trip reduction <br />program. <br /> <br /> Ms. Acosta said staff will pursuing grants. <br /> <br /> Tom Gill, 4540 Muirwood Drive, said things have changed dramatically since the <br />General Plan was first implemented. He brought this up because many people work many years <br />on studies that never are implemented. Why would the West Las Positas interchange need to <br />be built if there is not enough capacity to put traffic on the freeway. The situation is far more <br />complicated than what was originally proposed in the General Plan. The General Plan did not <br />take into account the freeways. If the traffic cannot get onto the freeway then other proposals <br />need to be studied. He felt the trip reduction projects are very important and may be the only <br />solution to some of the traffic problems. The project study reports may determine that the <br />traffic will only be significantly reduced if Highway 84 is improved. The bottom line is, it is <br />hard to determine the unknown. <br /> <br /> Ms. Ayala said other trip reduction programs might come out of the study. <br /> <br />Pleasanton City Council 9 05/21/98 <br /> <br /> <br />
