accomplish it without making it mandatory. The businesses have to show results that the
volunteer programs are reducing trips or it will be a requirement. He felt this was an ideal
opportunity to try and institute programs that are effective.

Ms. Michelotti commented that the work the committee embarked upon, particularly the
trip reduction, will be applied everywhere. She said the problems with traffic at schools will
be discussed at the School Board/City Council joint meeting on June 4. The School Board and
City are working towards solving and looking into setting up more programs similar to Mohr
School. She said the committee is doing the City a great service.

Mr. Homolka hoped the committee could bring some focus to the issue and work on
solutions.

Ms. Michelotti asked if staff was able to obtain information on the Measure B projects.

Mr. van Gelder said the following Measure B projects are before the electorate:
Altamont Commuter Rail, $10 million; 1-680 HOV improvements, $25 million; Isabel/Route 84
interchange, $20 million; Route 84 expressway in Livermore, $70 million; Ironhorse Trail;
pedestrian transit loops, Dublin; 1-580 auxiliary lanes; Santa Rita airway, $10 million.

Ms. Michelotti asked how much was appropriated for Highway 84 and the interchange.

Mr. van Gelder said $70 million for the expressway and $20 million is for the
interchange. In addition is the current Measure B project which has about $28 million and some
local Livermore funds. The funding for the rest of Highway 84 between Ruby Hills and 1-680
will need to come from the Tri-Valley development fees.

Ms. Michelotti addressed Judy Fox's comment and said there is a substantial amount of
funding in the Measure B that will help Highway 84.

Mayor Tarver said one of the advantages of doing a project study report now is that the
results of the election will be known and that will help determine if funding will be possible.

Ms. Ayala invited the members of the committee to attend the June 4 joint meeting
between the School Board and City Council. She asked for clarification on the initiative.

Mr. Homolka said an action taken by City Council in September 1997 states the schedule
unless an initiative were to happen. For example: if the committee's recommendation is to
build the interchange, the question is would there be an initiative or ballot measure. The City
Council's action in 1997 allows one year for the initiative to take place. This year has been
included in the committee's time frame.

Ms. Michelotti explained that does not mean an initiative will happen.

Pleasanton City Council 8 05/21/98
