Caltrans is concerned and then realities for the City. The realities may not be same. Caltrans
may have certain assumptions that it requires the City to do in the study, that the committee
believes will not happen. The committee has made sensitivity analysis to determine what may
or may not happen.

Mayor Tarver felt it was a decent recommendation to do the project study and trip
reduction study. If the information is not available how can a decision be made.

Mr. Homolka said when the committee looked at spending $300,000 is was also thinking
about the Bernal Avenue interchange, the Sunol Avenue interchange that may need to be
upgraded. The traffic consultant will include these two interchanges in the report. If an aerial
is done it will cover the whole area as well. This will save the time and money for these future
projects.

Ms. Michelotti said the Bernal interchange was not on the map. She asked if there was
a recommendation for improvements to this interchange.

Mr. Homolka understood that this interchange would be included in the San
Francisco/Bernal property improvements. The committee has tried to estimate how many cars
would go down to the Bernal Avenue interchange and what impacts this has on the build and no-
build scenario.

Ms. Dennis asked if the committee was planning on doing an interchange model that
features pedestrian safety? Is this something that Caltrans would be involved in?

Mr. Homolka said Caltrans may get involved but for them it is not a major concern. The
committee is looking at mitigation programs and not just the interchange. The committee has
done pedestrian counts.

Ms. Dennis said if all the people were actually walking to the schools the pedestrian
traffic would increase.

Mr. Homolka said the committee has looked at the issue from both sides. One is the
safety issue and the increased green time at pedestrian crossings.

Ms. Dennis complimented the committee on its search for the truth and its focus on trip
reduction.

Mr. Homolka said the committee believes there is a limit to what can be done with the
roads. So something else has to be done and that is what the committee is trying to focus on.

Mayor Tarver remembered there was much debate about the elimination of the trip
reduction program and making it voluntary and the idea that businesses believed they could

Pleasanton City Council 7 05/21/98
