Mayor Tarver said if the second phase were west to south, what would it do to the
configuration?

Mr. Homolka said if someone was to get off of Stoneridge the flyover will come up and
over and land after the exit.

Mayor Tarver suggested looking at the Hopyard Road solution to the flyover going in
the opposite direction and try and use the same design, it would probably work.

Mr. Homolka said he had a meeting with Caltrans regarding that.

Ms. Michelotti said the access to Stoneridge Drive is cut off and the access eastward
from Stoneridge is cut off.

Mr. Homolka said there will be no access to or from Stoneridge Drive.

Mayor Tarver said in the foreseeable future or until such time as the second phase can
be funded, traffic on Stoneridge Drive will fly over the exit that is going east and west.

Mr. Homolka said in this scenario the east/west exit is lost but in the other scenario just
the east is lost.

Mayor Tarver felt traffic could fly over the eastbound exit off 1-680 to get to 1-580 but
still pick up the westbound exit.

Mr. Homolka said the committee was looking at the problem with exiting Pleasanton
northbound ramp. The committee's proposal maximizes the exit. Proposal B retains some of
the access to the west and is building into Caltrans long term plan. Also it might be refundable.

Mayor Tarver said if Highway 84 is funded and takes significant capacity off of the 1-680
south direction, then the traffic would be reduced at the 1-580/I-680 interchange going
eastbound.

Mr. Homolka said the committee does not know how many of the interchanges fail under
the scenarios. The committee has preliminary analysis but it does not know what will really
happen. The proposals get the traffic to the freeway, the concern now is whether the traffic will
be able to get on the freeway.

Ms. Ayala asked how the committee would determine the amount of traffic.

Mr. Homolka said the consultant will use the Tri-Valley model. The model predicts
demand rather than constrained volumes. The committee will work with Caltrans to determine
what are the realistic constraints. The committee needs to find what realities are as far as

Pleasanton City Council 6 05/21/98
