Mr. Homolka said the part the City is building is only part of the interchange and it only
eliminates the eastbound access. It still retains the westbound for now. When the Altamont is
built that also will be gone.

Mr. Pretzel said the consultants are using the 1-580/I-680 master plan that helps solve the
problem for the northbound traffic. He hoped that Caltrans will accept the plan. The City will
not be eliminating any access that Caltrans has not talked about eliminating. The funding should
be considered part of the 1-580/1-680 master plan. He felt the safety issues should be considered
and studied. He believed people do not drive Highway 84 because it is a dangerous road. The
interchanges do not include any mitigation for safety issues. He said before a decision is made
on whether an interchange should be built, safety and mitigations need to be studied. He
estimated that 1400 school children would need to cross twice daily in front of the interchange.

Ms. Michelotti asked to review the plan of Stoneridge Drive during the fourth phase and
what happens with Caltrans and how the plan is alike and different.

Mayor Tarver asked what the weave would be like for people getting on the freeway at
Stoneridge to go west to 1-680 to go north and those getting off 1-680 to 1-580 to go west.

Mr. Homolka said the off ramp will allow traffic to go both east and west. All 1-580
bound traffic is in the scenario.

Mayor Tarver said all the traffic coming off 1-580 is lost.

Mr. Homolka said yes, in this scenario. He said essentially there will be a flyover that
goes from southbound to eastbound. Presently that is done with a loop. Take the loop out and
replace it with a flyover. The flyover eliminates a weave allowing traffic to go directly onto the
freeway and one of the off ramps will be expanded. Other phases eliminate the opposite loops
and there is a Dublin interchange being added sometime in the future. The northbound to
westbound loop is being replaced with a flyover. He described the route he would have to take
to go from Pleasanton to Dublin.

Ms. Michelotti said if she was at the Stoneridge Mall when would she be able to go
eastward.

Mr. Homolka said in the ultimate buildout she would not be able to go eastward. She
would have to go to Hopyard or Foothill to access the freeway.

Mayor Tarver asked when the second phase would begin.

Mr. Homolka said Caltrans has requested the funds for the second phase.

Pleasanton City Council 5 05/21/98
