track and station improvements for the Altamont Rail, an HOV lane on 1-680 south of Sunol <br />Road, as well as local funds for road maintenance and paratransit programs. The Tri-Valley <br />Transportation Council development fee is in its final stages of adoption and is estimated to add <br />$70 million to the Tri-Valley high priority Transportation projects. While this level of funding <br />is short of what is needed to fund the Tri-Valley Transportation projects, the hope is this money <br />can be used to augment funds from Measure B and other state and federal funds in the future <br />to help fund the high priority projects. He said at this point all five cities in the Tri-Valley area <br />have approved the joint exercise of powers agreement, which commits the jurisdictions to <br />implementing the fee. Alameda and Contra Costa Counties are expected to approve the joint <br />powers agreement shortly. The final step would involve each agency formally adopting the fee <br />itself with implementation expected to commence September 1, 1998. Finally, on a national <br />level, transportation officials have been waiting the reauthorization of ISTEA. This Act expired <br />in 1997 and has provided over $155 billion in transportation enhancements nationwide and about <br />$500 million to the San Francisco Bay Area region itself. The House of Representatives and <br />Senate recently passed their respective versions of reauthorization and negotiations are underway <br />for a final bill. Both versions preserve ISTEA's basic program structure and it is anticipated <br />that final legislation will provide for increased funding. <br /> <br /> Mayor Tarver asked what was the existing allocation of Measure B? <br /> <br /> Mr. Lum said originally it was around $60 million on the capital level. The current <br />Measure B program has increased considerably because of the cost of the 1-680/I-580 fly over <br />project. He said the new measure is approximately $140 million in capitalprojects for the Tri- <br />Valley area. <br /> <br /> Mayor Tarver asked how much of the 1997 ISTEA, $500 million was allocated to the <br />Tri-Valley area? <br /> <br /> Ms. Michelotti said approximately $55 million. <br /> <br /> Bill van Gelder said the new regional transportation plan that CMA is looking at is <br />approximately $55 million. <br /> <br /> Mayor Tarver wanted to know what the percentages and dollar amounts are for this area <br />in both Measure B and ISTEA and include maintenance and/or transit money, not just capital <br />projects. <br /> <br /> Ms. Michelotti said Measure B covered Highway 84, the interchange, Sunol grade, and <br />other main transportation items. Measure B and TVTC would be leveraged together to benefit <br />the area to complete the projects. <br /> <br /> George Homalka, West Las Positas Interchange Advisory Committee, introduced other <br />members of the committee.
