as to the status of the committee and to ask for more money and time to come up with a plan. <br />He hoped to answer the questions of what had the committee done, what has it accomplished, <br />what does the committee recommend and why, and what are the expectations for the future of <br />this committee. He presented a photographic background of the General Plan regarding the <br />development of West Las Positas Boulevard/I-680 interchange. He described the development <br />and formation of the West Las Positas Committee and its membership. He described the <br />alternatives for the West Las Positas/Stoneridge/I-680/580 interchange. He said the committee <br />will develop a plan after all the alternatives have been considered. He showed slides of the <br />proposed General Plan interchange at West Las Positas that would cost approximately $14 <br />million and then slides of a different proposals. He said this interchange has many positive <br />aspects in the way of approval. There is an existing freeway agreement, which says the Federal <br />Government and the State of California agree that this interchange could be built and the City <br />owns all the right-of-way. A negative is that the interchange would bring different traffic and <br />more traffic into neighborhoods. But the General Plan predicted that it would be surrounded by <br />residential areas on three sides. He described and showed what could be done at other <br />interchanges if the West Las Positas interchange is eliminated from the scenario. He said one <br />of the alternatives suggested does not fit in with Caltrans ultimate plan and is that why the <br />committee is requesting to continue with its studies related to the interchange. He described <br />different proposals the committee looked at for getting rid of some of the transportation trips. <br />He said many of the pilot programs are expensive and many of the funding sources do not <br />provide for long term funding. The committee has investigated the pilot programs and found <br />that the programs will help reduce the number of trips and increase participation. He said the <br />committee will be using part of the strategy of reducing trips; will recommend different <br />improvements to city streets, intersections, and to traffic control devices. The committee <br />understands that once the West Las Positas interchange is gone there will be no turning back. <br />He said the committee is focusing on getting people going northbound onto 1-680. <br /> <br /> Ms. Michelotti asked for clarification. <br /> <br /> Mr. Homolka said the access from Stoneridge to 1-580 would be eliminated. If the <br />committee recommends taking out the interchange it wants the recommendation based upon <br />realistic plans by the committee. <br /> <br /> Mayor Tarver heard a comment about the land use options not working based upon what <br />was left to be developed. In the analysis there is a reference to job/housing balance. He asked <br />if there was a strategy that could be used to improve the percentages of jobs versus housing. <br />He said when the business park was built the idea was to reduce the out commute. <br /> <br /> Mr. Homolka said that particular element had not been looked at directly. But he felt <br />it would be a great idea to incorporate into the strategy. <br /> <br /> Judith Fox said 84 % of the people in Pleasanton drive their cars to work and the surface <br />streets are still clogged.
