Mayor Tarver liked agreements where both parties agree to certain things occurring and <br /> not occurring. He understood Caltrans did not like working with individual cities but in this <br /> case, this is a pilot program for the City of Pleasanton. He would like to talk about agreements. <br /> <br /> Mr. McKrank said Caltrans would like to first get an agreement for the corridor and then <br />enter into something more specific to individual cities. <br /> <br /> Mayor Tarver felt that might work. He felt all the cities work well together with CMA <br />and would not want a downstream neighbor to have problems. <br /> <br /> Mr. van Gelder said the Tri-Valley Transportation Plan/Action Plan for routes of regional <br />significance states that a freeway operation plan would be done. This involves a considerable <br />amount of people in the Tri-Valley trying to decide how 1-580 would be managed. He asked <br />if this was the Council's desire or staff could work more closely with the City of Dublin and <br />Caltrans on a limited area. <br /> <br /> Mr. McKrank said Caltrans was willing to work with the City of Dublin and Pleasanton <br />for now and then expand the area in the future. <br /> <br /> Mayor Tarver said this will be brought up at the Council priorities workshop to decide <br />how this would fit in with everything else. <br /> <br /> Ms. Michelotti asked what the City of Dublin's expectation was. <br /> <br /> Mr. McKrank said Dublin understands it might be as early as September or later. <br /> <br /> Mayor Tarver asked if there was any public testimony. <br /> <br /> Bruce Brown asked if the ramp metering would be turned on without the approval of the <br />City Council and if once it is turned on and Council asked for it to be turned off, would it be <br />turned off. <br /> <br /> Mr. McKrank said it would not be turned on without Council's approval and if both <br />parties agreed to turn it off it would be turned off. On the other hand though, Caltrans believes <br />that ramp metering works and that people would not ask for it to be turned off. <br /> <br /> Mayor Tarver understood that Caltrans wants our agreement and wants time to make it <br />work. If Pleasanton says the only way to approve metering is to say Caltrans will turn it off at <br />our request, would Caltrans accept that? . <br /> <br /> Mr. McKrank said no. <br /> <br /> Mayor Tarver asked if Caltrans would turn the meters on without Council saying yes. <br /> <br />Pleasanton City Council 17 05/21/98 <br /> <br /> <br />
