Mr. McKrank said metering is a life time trial. The meters may work good for the first
six months and then hit a plateau and then start increasing capacity again. The reality is it is
hard to determine the amount of cars based on growth, movement, etc.

Ms. Michelotti said if Caltrans could show the residents the benefits, she felt the
residents would accept the metering. However, if the opposite happens and the traffic is backing
up on the streets trying to get onto the freeway there would be a problem.

Mr. McKrank said the traffic is not allowed to back up so far that it affects the city
streets.

Ms. Ayala asked if the project can be customized.

Ms. Michelotti asked if this could be a pilot program.

Mr. McKrank said he would like one agreement or process set that everyone will live
by and determine how to deal with the changes that occur. The agreement that was adopted for
880 was made up of different cities. He had a copy of that agreement for Council to use as a
model.

Ms. Michelotti asked what the time line was.

Mr. McKrank said he would like to collect two weeks of data and turn the meters on
sometime in September. He said he has staff constraints as to how many systems can be turned
on at the same time.

Mayor Tarver said it is possible that this workshop will pique residents interest and
comments, which will help the Council with its decision.

Mr. McKrank reiterated that the only community that asked for the meters to be turned
off then asked for them to be turned back on.

Ms. Acosta asked if this included the West Valley area.

Mr. McKrank said yes.

Ms. Acosta has not heard a response to whether this could be a pilot program.

Mr. McKrank said if the metering is not accepted it can be turned off. He considers it
a constant trial period.

Pleasanton City Council 16 05/21/98
