Mr. McKrank said metering is a life time trial. The meters may work good for the first <br />six months and then hit a plateau and then start increasing capacity again. The reality is it is <br />hard to determine the amount of cars based on growth, movement, etc. <br /> <br /> Ms. Michelotti said if Caltrans could show the residents the benefits, she felt the <br />residents would accept the metering. However, if the opposite happens and the traffic is backing <br />up on the streets trying to get onto the freeway there would be a problem. <br /> <br /> Mr. McKrank said the traffic is not allowed to back up so far that it affects the city <br />streets. <br /> <br /> Ms. Ayala asked if the project can be customized. <br /> <br /> Ms. Michelotti asked if this could be a pilot program. <br /> <br /> Mr. McKrank said he would like one agreement or process set that everyone will live <br />by and determine how to deal with the changes that occur. The agreement that was adopted for <br />880 was made up of different cities. He had a copy of that agreement for Council to use as a <br />model. <br /> <br /> Ms. Michelotti asked what the time line was. <br /> <br /> Mr. McKrank said he would like to collect two weeks of data and turn the meters on <br />sometime in September. He said he has staff constraints as to how many systems can be turned <br />on at the same time. <br /> <br /> Mayor Tarver said it is possible that this workshop will pique residents interest and <br />comments, which will help the Council with its decision. <br /> <br /> Mr. McKrank reiterated that the only community that asked for the meters to be turned <br />off then asked for them to be turned back on. <br /> <br /> Ms. Acosta asked if this included the West Valley area. <br /> <br /> Mr. McKrank said yes. <br /> <br /> Ms. Acosta has not heard a response to whether this could be a pilot program. <br /> <br /> Mr. McKrank said if the metering is not accepted it can be turned off.
