Ms. Dennis has heard comments from the people on the 1-880 saying they wait a little
longer to get on, but once the vehicle is on the freeway there is no stop and go and this helps
to predict the traffic and makes them feel safer.

Mr. McKrank said the people who are getting off the freeway live here; those who get
on the freeway are those who work here.

Ms. Ayala reiterated if it does not work the meters will be turned off.

Mr. McKrank said yes.

Mayor Tarver asked if Caltrans would move forward without the City's consent.

Mr. McKrank said he would like the City to say yes.

Mayor Tarver understood that Caltrans felt the traffic on 1-580 after Santa Rita was free
flowing.

Mr. McKrank said there are areas after Santa Rita that will probably need metering in
the future because of growth.

Mayor Tarver asked about the traffic from 1-580 traffic from Hayward.

Mr. McKrank said there is a slight bottleneck going up the grade.

Mayor Tarver asked if there were any ramps where cars can get on un-metered.

Mr. McKrank said eventually they all will be metered.

Ms. Ayala wanted to clarify the agreement.

Mr. McKrank said the agreement is not signed by the individual cities, but rather their
representative on the CMA Board.

Ms. Ayala said Council likes local control.

Mayor Tarver said the consensus of Planing area number 4 as to what to do with the
meters would be fine.

Ms. Michelotti suggested trying ramp metering and see what happens.

Pleasanton City Council 15 05/21/98
