Mayor Tarver said it would have been better to have this dialogue before Caltrans <br />expended significant amounts of money to install the meters. He thought the possibilities of <br />having ramp metering was limited. <br /> <br /> Mr. McKrank felt there were not a lot of meters installed. <br /> <br /> Mayor Tarver said the City of Pleasanton tries to advise its citizens and study an idea <br />before it spends any money. <br /> <br /> Mr. McKrank said the meters were installed under the old process. Now Caltrans is <br />using the cooperative corridor style of management. <br /> <br /> Mayor Tarver understood that Caltrans wanted to start the metering in Pleasanton and <br />it would be done according to the CMA process. <br /> <br /> Mr. McKrank said yes if Council likes the model that was used for the 1-880 corridor. <br /> <br /> Mayor Tarver asked if the model covered a complete process on the 1-880 corridor and <br />did not start with a particular city. <br /> <br /> Mr. McKrank said all the cities came together because the project involved metering in <br />all the cities. This project only involves meters in Pleasanton and the reason was because of the <br />amount of money being funded at one time. There were plans to install more meters; but the <br />TSM funds became depleted, so another process must be done to get more funding. He said if <br />ramp metering could not increase the capacity on the freeway he would not be here. He felt <br />ramp metering would benefit the Santa Rita on-ramp based on the conditions. <br /> <br /> Mr. van Gelder mentioned that Dublin eastbound was being metering. He said Caltrans <br />has made presentations to Dublin which is in favor of the ramp metering. <br /> <br /> Ms. Ayala felt metering from 1-680 north to eastbound 1-580 would be an important part <br />of the metering puzzle. <br /> <br /> Mr. McKrank said yes. <br /> <br /> Mayor Tarver said unrestricted flow from 1-680 to 1-580 eastbound would take all the <br />capacity. He believed the flow of traffic would be improved through Pleasanton but at the <br />expense of the intersections. The people of Pleasanton will be delayed in getting on the freeway <br />and people will not like that. <br /> <br /> Mr. McKrank said Caltrans is guaranteeing that as many cars that get on now will be <br />able to get on then and possibly more. <br /> <br />Pleasanton City Council 14 05/21/98 <br /> <br /> <br />
