Mayor Tarver had no doubt that the ramp metering would work because the meters are <br />only in Pleasanton. There are no meters for 680 and he felt unless the entire area is metered, <br />it will not help Pleasanton. <br /> <br /> Ms. Dennis asked if Caltrans had done any specific measures regarding the delays and <br />customer satisfaction. She travels to San Leandro and people feel traffic is better there since <br />ramp metering started. <br /> <br /> Mr. McKrank said there is ramp metering on Route 85 in San Jose as a requirement. <br />The City of San Jose at first did not like the metering and requested they be turned off, but then <br />realized the benefit and asked that the meters be turned back on. He indicated that there has <br />been ramp metering put in on 1-880 that benefits the City of Hayward. <br /> <br /> Mayor Tarver asked if Caltrans had a major freeway interchanges ramp metering and if <br />so, where. <br /> <br /> Mr. McKrank said on Route 17 to 85, 17 to 101, 1-680 onto 101, and 87 onto 101. He <br />indicated ramp metering will be on the 1-580/I-680 fly over that is being built. <br /> <br /> Ms. Michelotti asked how the ramp metering would configure with the northbound 1-680 <br />to east 1-580. <br /> <br /> Mr. McKrank said southbound 1-680 onto eastbound 1-580 will be metered but not the <br />northbound to eastbound. <br /> <br /> Mayor Tarver asked about the agreement process. <br /> <br /> Mr. McKrank said there is no formal agreement process. Caltrans now has a principles <br />of agreement to the operational corridor. This went through the Congestion Management <br />Agency (CMA) process. The agreement states that everyone will work together. If there is a <br />dispute the CMA dispute process will be used to resolve the issue. <br /> <br /> Ms. Michelotti could understand the benefit if people would use the on-ramps with the <br />metering rather than try and go to the on-ramps that have no metering. <br /> <br /> Mr. McKrank felt once people saw the benefits they would use the on-ramps that have <br />the meters. He said metering is a tool and there is no one way to operate. There is a <br />misunderstanding that ramp metering will keep the freeways free flowing. This is not a reality. <br />The idea .with ramp metering is to try and keep the freeways free flowing most of the day. <br />Caltrans wants to work with all the cities to come up with solutions on how to keep the traffic <br />free flowing all the time. <br /> <br />Pleasanton City Council 13 05/21/98 <br /> <br /> <br />
