Honorable Mayor and Members of the City Council: - <br /> <br />BACKGROUND <br /> <br />For two years PGSA, the school district and City staff have been <br />working with the residents living near the Harvest Park play <br />fields to mitigate the negative impacts PGSA Saturday play has on <br />their residential neighborhood. Saturday play has resulted in <br />all available parking on Greenwood Road and the other streets <br />close to the fields being utilized by field users. Loading and <br />unloading players from both the east and west lanes on Greenwood <br />Road, often by double parking, has created congestion and a <br />serious safety problem. <br /> <br />The school campus has 74 parking spaces. In the past, these <br />parking spaces have not been used, as the 75 sport field users' <br />cars have been parked in the residential neighborhood on the east <br />side of the school. Each game time there is a turn over of the <br />cars. Unless games are staggered, 150 cars are parked at one <br />time. If the level of play were reduced to a level that would <br />generate approximately 70-80 cars and the cars would use the <br />on-site school parking lots, the problem would be solved. <br /> <br />PGSA leadership, the school district, the residents and the City <br />have been working to solve the problem. An effort to have PGSA <br />members voluntarily park in the existing school parking lots <br />failed. Last spring a plan was developed by PGSA, the residents, <br />and the City to encourage PGSA to use existing parking and, <br />hopefully, to change parking patterns. The plan was to reduce <br />play from 3 fields tQ 2 by assigning PGSA a field at another site <br />and to lock and sign the gates on Greenwood (Saturdays 8:00-5:00 <br />p.m. only) and request field users to use the existing parking <br />lots. <br /> <br />A group of PGSA members objected to the plan and the action <br />taken. A petition with 225 signatures was submitted to the <br />Council requesting the gates be opened. The issue became one <br />that was brought before both the Park and Recreation Commission <br />and the City Council. <br /> <br />Park and Recreation Commission Action of October 8, 1987 <br /> <br />On October 8, 1987, the Park and Recreation Commission adopted a <br />motion (AYES - Krahnke, McKeon, Oliverius and Cooper; NOES - <br />Fields) recommending the following: <br /> <br /> - 3 - <br /> <br /> <br />
