o The City will assist in notifying the PGSA <br /> membership of the need to use the available campus <br /> parking by preparing and mailing a flyer, which <br /> will include a site map identifying parking areas, <br /> to PGSA membership prior to the beginning of the <br /> 1988 season. <br /> <br />STAFF RECOMMENDATION= <br /> <br /> Staff recommends adoption of the Action Plan <br /> recommended by the Park and Recreation Commission. <br /> <br />8UMMARY: The Park and Recreation Commission, officers of <br /> Pleasanton Girls Soccer Association, <br /> representatives of the residents living close to <br /> the Harvest Park Middle School playfields and staff <br /> have been working for two years to address the <br /> neighborhood problems caused by sport group use, <br /> primarily PGSA, of the Harvest Park School sport <br /> fields. The main problem identified was that <br /> Saturday sport group use of the fields resulted in <br /> all available parking on Greenwood Road and the <br /> other streets close to the field being utilized by <br /> field users. Seeking voluntary compliance of sport <br /> field users to use available school parking lots <br /> was unsuccessful. <br /> <br /> All parties concerned agreed to an action plan that <br /> would reduce the number of sport fields used in <br /> order to reduce the total number of cars and to <br /> lock the pedestrian gates between Greenwood Road <br /> and the school campus to encourage parking lot <br /> use. Sport field users were notified of the action <br /> plan in the spring of 1987. <br /> <br /> In the fall, when the action plan was initiated, <br /> many field users were caught unaware and were <br /> unhappy with the Action Plan. Upon receiving a <br /> petition seeking review, the City Council supported <br /> the Action Plan but directed that a thorough review <br /> be conducted at season's end. The review was held <br /> with two representatives each from PGSA, the <br /> neighborhood, Park and Recreation Commission and <br /> staff attending. The recommendation of the Park <br /> and Recreation Commission is that supported by <br /> those participating in the review. <br /> <br /> - 2 - <br /> <br /> <br />
