o The City will assist in notifying the PGSA membership of the need to use the available campus parking by preparing and mailing a flyer, which will include a site map identifying parking areas, to PGSA membership prior to the beginning of the 1988 season. STAFF RECOMMENDATION= Staff recommends adoption of the Action Plan recommended by the Park and Recreation Commission. 8UMMARY: The Park and Recreation Commission, officers of Pleasanton Girls Soccer Association, representatives of the residents living close to the Harvest Park Middle School playfields and staff have been working for two years to address the neighborhood problems caused by sport group use, primarily PGSA, of the Harvest Park School sport fields. The main problem identified was that Saturday sport group use of the fields resulted in all available parking on Greenwood Road and the other streets close to the field being utilized by field users. Seeking voluntary compliance of sport field users to use available school parking lots was unsuccessful. All parties concerned agreed to an action plan that would reduce the number of sport fields used in order to reduce the total number of cars and to lock the pedestrian gates between Greenwood Road and the school campus to encourage parking lot use. Sport field users were notified of the action plan in the spring of 1987. In the fall, when the action plan was initiated, many field users were caught unaware and were unhappy with the Action Plan. Upon receiving a petition seeking review, the City Council supported the Action Plan but directed that a thorough review be conducted at season's end. The review was held with two representatives each from PGSA, the neighborhood, Park and Recreation Commission and staff attending. The recommendation of the Park and Recreation Commission is that supported by those participating in the review. - 2 -
