1988. The State has until December 31, 1988, to approve the <br />plan. Once the State approves the plan, each of the fourteen <br />cities, as well as Alameda County, is required by law to <br />formally amend its General Plan to incorporate the entire <br />CHWMP. The cities and County have six months (until June <br />31,1988) to accomplish this. At that point the plan will <br />become fully effective throughout the County. <br /> <br />If the County fails to adopt a state approved CHWMP, the <br />Tanner Bill could require that a local jurisdiction be held <br />to the policies of its General Plan effective in 1983 for <br />siting of hazardous material treatment facilities. In the <br />City of Pleasanton, current General Industrial areas (I-G <br />zoning districts) would be potential sites. In addition, the <br />following areas, which were formerly designated for general <br />industrial uses, could become eligible hazardous materials <br />facility sites. <br /> <br /> - Hacienda Business Park (portions of Phase I, all of <br /> Phase II) <br /> - SFWD land south of the County Fairgrounds <br /> - Staples Ranch <br /> <br />OVERVIEW OF THE DRAFT PLAN <br /> <br />The issues surrounding the management of hazardous waste are <br />complex. The CHWMP, however, has simply three functions: <br />a) establish appropriate policies, b) develop siting criteria <br />for multi-user hazardous materials facilities, c) set forth <br />an implementation strategy for achieving plan goals. The <br />plan is divided into four main chapters: <br /> <br /> Background and Purpose: Outlines key policies directing <br /> the County's waste management process. <br /> <br /> Current Hazardous Waste Management: Issues and <br /> Analysis: Describes the current hazardous waste <br /> generation and management practices in Alameda County. <br /> <br /> Future Hazardous Waste Management: Issues and Analysis: <br /> Projects future waste generation and the need for <br /> additional capacity. Outlines the proposed siting <br /> criteria for locating hazardous waste treatment and <br /> disposal facilities in Alameda County. <br /> <br /> Implementation Strategy: Outlines the three year work <br /> plan and regulatory coordination plan. <br /> <br />Although the Draft CHWMP contains a wealth of information and <br />numerous policy and implementation proposals, the policies <br />are not clearly enunciated and the implementation largely <br /> <br />SR:88:299 <br /> <br /> <br />
