Rather, staff has chosen to read the <br />"drift" of the Draft CHWMP and suggests recommendations be <br />general. <br /> <br />KEY C~WMP PROVISIONS <br /> <br />Ch~WMP General Policies <br /> <br />The CHWMP top priority is to promote aqqressive waste <br />reduction. Secondary, the plan attempts to provide for <br />planning and actual siting of needed new facilities which <br />offer alternatives to the continued reliance on disposal of <br />hazardous wastes (legally and illegally) as the sole method <br />of waste management. All other policies and programs relate <br />in some fashion to these two priorities. The basis policies <br />follow the Tanner Bill's lead and are unassailable. These <br />include: <br /> <br /> Land Disposal: promote the planning and siting of <br /> facilities which offer alternatives to continued <br /> reliance on land disposal. Continue to support economic <br /> development of businesses that use hazardous materials, <br /> however, all businesses will be required to comply with <br /> the goals of the C~MP. <br /> <br /> Hazardous Waste Management Hierarchy: promote the <br /> reduction of hazardous waste by initiating the hazardous <br /> waste management hierarchy as follows; <br /> <br /> 1. Source reduction <br /> 2. Reuse and recycling on-site <br /> 3. Reuse and recycling off-site <br /> 4. Treatment and incineration on-site <br /> 5. Treatment and incineration off-site <br /> 6. Secure disposal of residuals from recycling, <br /> treatment, and incineration. <br /> <br /> Hazardous materials use reduction: use reduction is a <br /> top priority of the CHWMP. Approval of new businesses <br /> will take into consideration their willingness to also <br /> pursue this objective. <br /> <br /> Source reduction and waste minimization: implement an <br /> aggressive source reduction plan as a top priority of <br /> the CHWMP. Promote cooperation with private industry <br /> towards this goal. Future land use and permitting <br /> decisions will be based on industry's ability to <br /> demonstrate this commitment. <br /> <br /> On-site treatment: promote on-site treatment of <br /> hazardous waste at the source facility to the extent <br /> that this is economically feasible. <br /> <br />SR:88:299 <br /> <br /> <br />
