FindinGs. <br /> <br /> a. Based on the discussions at page 58 and <br /> <br />59 of the DEIR and the other facts referenced above, the City <br />Council finds that any change in air quality or overall <br />emissions as a result of the Project will be relatively small <br />and insignificant, and will not constitute a significant <br />adverse environmental impact of the Project. <br /> <br /> b. To the extent that air quality impacts <br />could be significant, the City Council finds that additional <br />Mitigation Measures 3 and 4 referenced above will substantially <br />reduce any air quality impacts, including cumulative impacts, <br />of construction and development pursuant to the Project. <br /> <br /> c.
