have mitigated or will mitigate traffic circulation impacts of
the Project to a level of insignificance.

F. Air Oualitv.

1. Facts.

The Project and subsequent development of the Project
site would increase the emission of air pollutants from
vehicles although the DEIR indicates at page 59 that the
resulting change in overall emissions would be relatively
small. The DEIR further indicates that the Project will not
cause no measureable change in particulate levels at the
Stoneridge site and is expected, and states that particulate
levels at the Stoneridge site are not expected to exceed state
or federal standards either during construction or once
construction is completed. The DEIR concludes that vehicular
emissions represent an insignificant increase in air pollution
concentrations in the subregional air basin containing the
Project site.

The Project includes as a mitigation measure the
development of public transit stops with any Bernal Avenue or
Foothill Road redesign or improvement, and this measure is set
forth as Mitigation Measure 1 on page 60 of the DEIR.

The DEIR recommends at page 60 that two additional
mitigation measures be incorporated to reduce air quality
impacts during construction. These mitigation measures are
listed as Measures 3 and 4 on page 60 (Measure 2 is actually an
introductory paragraph to Measures 3 and 4). These measures

16
