of the Final EIR will substantially reduce the impact of the
Project and subsequent development on wildlife habitat.

d. The City Council finds that the
above-stated mitigation measures for residucal impacts,
numbered 1 and 2, which mitigation measures have not been
incorporated into the Project, shall become 'Conditions of
Approval' applicable to the Project. The City Council further
finds that the above-stated mitigation measures, other measures
incorporated into this Project, and the mitigation measures
which will be imposed in connection with future approvals
necessary for development of the Project site, have mitigated
or will mitigate any vegetation and wildlife habitat impacts of
the Project to a level of insignificance.

E. Traffic And Circulation.

1. Facts.

The DEIR indicates at page 53 that the proposed
Project should generate approximately 3320 daily trips, but
that all existing intersections would operate at a level of
service ('LOS") of "D" or better. The DEIR indicates that this
is an acceptable LOS, although two intersections would be
approaching the point of having intolerable delays. In
addition, the Project, together with proposed but not yet
approved developments, would have a cumulative impact upon
traffic and circulation, although all but one intersection'
would continue to operate at an acceptable LOS. The exception
would be the intersection of Bernal Avenue and Interstate 680,

12
