Task 7--Incorporate Supplemental Traffic Analysis into En- <br />vironmental Document <br /> <br />Caltrans requested that the results of the TJKM Supplemental <br />Analysis be incorporated into the ED. This effort required <br />a series of meetings with various Caltrans Project Develop- <br />ment and Highway Operations Branch staff to reach an agree- <br />ment as to which conclusions to include in the Traffic Report <br />and the ED. The conclusions of the TJKM Traffic Report were <br />developed and incorporated into the documents <br /> <br />Task 8--Air Quality. Analysis to Reflect Traffic Revisions <br /> <br />It was requested that CH2M HILL revise the Air Quality Sec- <br />tion of the ED to incorporate revisions to the traffic sec- <br />tion after the new traffic model results were available. <br /> <br />CH2M HILL re-analyzed air quality to accommodate revised <br />Traffic Analysis, and incorporated the results of the analy- <br />sis into the ED. <br /> <br />Task 9--Section 5, Traffic Section, Reformatting <br /> <br />Several format changes to the traffic portion of Section 5 <br />of the ED were required by Caltrans during their reviews. <br />These format revisions required extensive effort to attend a <br />series of meetings with a variety of Caltrans staff and then <br />develop the text revisions to satisfy the changing committee. <br />The reviewers rarely had detailed, precise comments on the <br />text section. CH2M HILL was required to work with the re- <br />viewer at these meetings to develop their items into specific <br />items related to the document text. <br /> <br />The format of the traffic section started with one outline, <br />was completely revised to another layout, and then was <br />totally revamped once again to a third, different format. <br />However, the information contained in each version is nearly <br />identical, only the organization and layout was revised. <br /> <br />Task 10--Respond to Miscellaneous Caltrans Review Comments <br /> <br />Numerous meetings were held with Caltrans representatives to <br />obtain their input on the document and to develop their pro- <br />posed revisions to the text. CH2M HILL was never given a <br />single, marked up copy of the document clearly stating pro- <br />posed revisions. CH2M HILL staff members were required to <br />attend several meetings with Caltrans and City representa- <br />tives to repeatedly review text sections, develop revisions, <br />and at times rewrite the text to their satisfaction on the <br />spot. <br /> <br />These meeting resulted in revised Purpose and Need Section; <br />revised Area of Potential Effect Figures which were <br /> <br /> <br />
