April 21, 1988
Page Two

agency after meeting with the Director would be to get
assigned to the project for our ma~n contact, principally by
myself, a Deputy Director, and I would attempt to make this
person Carolyn Ewing, an old friend frc~ Orange County whose
presence in Caltrans is partially due to my involvemnt. The
value of such a person is their ability fk'vjJtt the top in the
agency to i~aent~ify the appr~te people in order to
expedite decisions, and to make sure that the type of people

the major prnblem with meet highway de~t~m~mts and Caltrans

will have to work with, in particular the Chief of Engineer-
ing who is e~e with whcm I have do~e battle many times, but

In other words, there is going to be an over-ull need for
ce%~ant ad~/n/stxmtive assistance to the client in dealing
with Caltr-uns and we would ccr~urol that situatic~ and in fact
be responsible for it.

2) CAnrF~ TmNSmenU~ON ~SSI~ (CTC)

..- fact the agency which originally sets up the STIP (State
- Transportation Improvement Plan). New projects are added to
the STIP cu~-tantly, and since our project is already in the
STIP, we are talking about a matter of timing. Therefore, we
are talking about cc~0etition for funds available on an
annual basis, and tb~ is totally within the province of CIC.

constituticrkllly prot~ fk-~a being invaded for any other
uses. It 'searue of funding b~s to do with g~s tax incem~, a
portion of the sales tax ivrxmB, and bond funds, together
with incidental sources. In general we have ~ $1 billion
a year available, since most of the ~, cc~si_aerBbly more
than that figure, is needed for oc~tinued maintenance of the

projects. It would appear to me that the ~me good blessing
that has occurred at this stage is tba infusion of some new
mmley by virtue of a nearly $2 billion bond issue passed in a
hurry recently and signed by the Governor, which will begin
to make scee funds available by the end of the year. These
monies are not going to do much for new projects, but are
anticipated to move the STIP along ar~ accelerate the process

structed.
