STIP furfling c~es not c~ly frce the <br /> state funds, but frum federal furas also as they may frum <br /> time to time come thruugh t~his federal highway prog--rum. <br /> <br /> The state is alloted a general sum of money each year, <br /> and it is divided by counties according to populatic~ and <br /> vehicle registration, and these are known as discretionary <br /> <br /> there is a considerable amount of leeway that is provided, <br /> and it would be necessary to work with the county government <br /> and Transportation Plann/r~ ~/ency in Alame~_a County in order <br /> to attempt to invade any of these funds. However, this is a <br /> possibility. <br /> <br /> existing capital funds on hand hut not planned to be used in <br /> the next five years. An euemple of such might be for a <br /> transit authority in the cemty who would make the funds <br /> available and be entitled to an assignment of the pay-back <br /> from the STIP monies when they became available under the law <br /> pk-eviously mentioned above. We have recently made a signif- <br /> icant Cement of this type in the range of $100 million <br /> for Orange Omlnty, the funds to come frc~ private developers <br /> <br /> joint powers arrangemn~ who receive benefit ~ <br /> <br /> In recognition of the fact that we have some funding <br /> available, the first ]]mm~]iate ~-~k will be to attempt to <br /> <br /> selling Caltrans on the efficacy of the project f-~ the <br /> standpoint of its timing, and in order to aocu~plish this, <br /> which I would consider to be cur first and most important <br /> <br /> using whatever local political sources and legislative input <br /> that this is a viable project, an important project, and one <br /> <br /> <br />
