PROJECT STEPS

A summary of the project steps are as follow:

PHASE I

A. Administration

The first step of Phase I will be to review the project steps with City
project staff, agree on time schedules and make arrangements to conduct the
Job Analysis Workshop.

B. Job Analysis/Selection Plan Workshop

A Biddle & Associates' consultant will conduct a two-day job
analysis/selection plan workshop with City subject-matter experts (pglice
officers and their supervisors). We will start with our model police officer
job analysis which the subject-matter experts will customize to be City-
specific. Under the consultant's direction, the subject-matter experts will
review and revise information on job tasks, knowledge, skills and abilities,
physical requirements, and terms and conditions of employment. Once the
information is accurate, they will provide frequency and importance ratings,
and link knowledge, skills, abilities and physical requirements to job tasks.

This will include an in-depth description of the physical dimensions of the
job in order to document the information needed to evaluate existing medical
standards. This information on physical dimensions will be studied and
documented during the job analysis in Phase I. The comparison of physical
dimensions of the job to existing medical standards will be done as part of
Phase II.

The job analysis will be customized with our court-tested GOJA process. It
will address relevant judicial and enforcement agency guidelines (i.e.
Uniform Guidelines on Employee Selection Procedures) and will serve as the
foundation document from which selection tools can be validated.

During the afternoon of the second day, a selection plan will be developed
documenting the knowledge, skills, abilities, and physical requirements to
be evaluated with each selection tool. This selection plan is a necessary
step in order to address requirements of the UGESP (Uniform Guidelines on
Employee Selection Procedures).

Biddle & Associates 3 8/31/88
