E. Finalize the Structured Oral Interview

After the oral interview workshops we will finalize the structured oral
interview by revising the materials. We will produce customized, master
documentation for the City including a write-up of each situational question
along with the "strong" and "weak" responses, the behaviorally-anchored
rating scale for each ability being measured and the scoring instructions and
scoring sheets. Complete instructions on how to rate and score each
candidate will be included.

Administering the Structured Oral Interview

Choosing the oral board members and administering the interview will be the
responsibility of the City. An estimated cost for assistance in this area
is available upon request.

Biddle & Associates' Software System

In administering the oral interview, the City may be
interested in obtaining software to assist with this
effort. Biddle & Associates has software specifically
designed to score and analyze test results. The Rater
Analysis program identifies if a rater or oral board is
scoring inconsistently. Those scores can be pinpointed
and eliminated, then the ratings re-scored in order to
provide the most consistent, fair and reliable scoring
possible. The Rater Analysis program is one of six
programs in the Technical Selection module of Biddle &
Associates Software System. Other programs included in
the Technical Selection module are: test scoring, item
analysis, statistical cutoff, job-related cutoff, and
standard scoring. This module is available for $840 which
includes the software license, operator's manuals, help
screens, and self-paced training cassettes. In all, there
are seventeen programs in Biddle & Associates' Software
System, including a tracking module (applicant, layoff,
eligibility list, training), EEO/AAP module (adverse
impact analysis and affirmative action planning) and a
Classification and Compensation module (automated job
description database and labor market salary comparison).
The full system licenses for $2,520. See Attachment #9
for a description of the software system.

Also available with the Software System are machine-
readable answer sheets that can be automatically scored
with the SCANTRON 1400 optical mark reader with read head
option 1. With these answer sheets, multiple choice tests
can be read through the scanner and automatically scored.
Our programs will score the tests, produce three different
score reports and set up files to automatically perform

Biddle & Associates 5 8/31/88
