item analyses and a statistical cutoff analysis. The
SCANTRON 1400 is available for about $3,000. For this
price a Scantron representative will set up the machine
for you. It is very easy to use. We have had one in our
offices for several years and use it for not only scoring
tests and application forms for clients but for numerous
special projects such as surveys. The scanner hooks up
directly with a PC and our software works with the scanner
nicely.

PHASE II

F. Research equal employment laws and requlations

The first step of Phase II will be research of applicable equal
employment laws, regulations, and court cases. We will review
Commerce Clearing House Employment Practices Decisions for federal
cases and information relevant to the content and administration
of the following selection processes:

-- Background
-- Medical
-- Psychological
-- Physical Agility
-- Polygraph
-- Department Head Interview

G. Compare and report

The second step in Phase II will be to review the City's specified
selection processes for police officer (those shown in Step F
above) in light of the requirements found in Step F. A thorough
review of the City's specified selection processes will be made
including all documentation. If required, a meeting will be
requested to ask questions about the content and administration of
the City's selection processes, as currently developed. After the
review, we will analyze the City's current processes in regards to
compliance with relevant requirements. We will prepare a report
presenting the requirements, the City's degree of compliance, any
deviation that needs to be addressed, and recommendation for
modifying any selection processes analyzed that vary from our
understanding of the requirements.

Biddle &Associates 6 8/31/88
