D. All new employees hired by the City after the date of <br /> adoption by the City Council of this revised Educational <br /> Incentive Plan shall be eligible for education incentive <br /> pay for eligible degrees or college credits earned prior <br /> to their date of employment at the time they reach the top <br /> step of the classification's salary range. <br /> <br /> NOTE: Job relatedness shall pertain to both the <br /> relationship of the field of study to the position held <br /> by the employee and, the relevance of the education level <br /> to the employee's position. <br /> <br />19.3 Education Standards Committe~ <br /> <br /> An Educational Standards Committee comprised of the PCEA <br /> President, Assistant to the City Manager and appropriate <br /> Department Head shall be established for the purposes of: <br /> <br /> A. Determining the eligibility of each employee to enroll in <br /> the Educational Incentive Program. <br /> <br /> B. Determining in advance of enrollment in the Educational <br /> Incentive Program the job relatedness of the educational <br /> level the employee intends to pursue. <br /> <br /> NOTE: The burden of proof as to the job relatedness of <br /> specific educational levels shall be upon the employee. <br /> The Educational Standards Committee may require the <br /> employee to furnish any documentation deemed necessary in <br /> the Committee's determination of job relatedness. <br /> <br /> C. Determining successful completion of the educational <br /> level for which educational incentive pay is to be <br /> received. <br /> <br />19.4 Enrollment Procedures <br /> <br /> Employees wish to enroll in the Educational Incentive Plan must <br /> do the following: <br /> <br /> A. Not later than 45 days prior to enrolling in a junior <br /> college, college or university, make written application <br /> to the Education Standards Committee in order that the <br /> Committee may: (1) determine the employee's eligibility <br /> to enroll in the Education Incentive Plan and <br /> (2) determine the job relatedness of the educational level <br /> to be pursued. The Educational Standards Committee shall <br /> inform the employee in writing of their determination <br /> not later than 30 days following their receipt of the <br /> employee's request to enroll in the Educational Incentive <br /> Pay Plan. <br /> <br /> - 30 - <br /> <br /> <br />
