runoff treatment would be provided by the private drainage systems of the <br />individual lots. <br />Grading for the overall development, not including private lot grading, will <br />result in approximately 620,000 cubic yards of material being moved on the <br />site and the stockpiling of 390,000 cubic yards of excess material in two areas <br />of the open space area so as to prevent off-hauling the material down Hearst <br />Drive and through the existing neighborhoods. These stockpiles will be <br />contour graded to reflect the existing topography. <br />• The entire development -public and private areas -will be subject to a <br />Geologic Hazard Abatement District. The GHAD is responsible to periodically <br />inspect the development for any indication of erosion, destabilizing slope <br />banks, etc., and then to take action to address the areas. <br />Staff, therefore, believes that this finding can be made. <br />5. Whether adequate public safety measures have been incorporated into the <br />design of the proposed development plan: <br />• All construction would be designed to meet the requirements of the Uniform <br />Building Code, other applicable City codes, and State of California mandated <br />noise, energy, and accessibility requirements. <br />• All public and private streets and driveways are designed and/or conditioned <br />to meet City engineering standards and are adequate to handle the <br />anticipated traffic volumes. <br />• The project site adjoins Hearst Drive, an existing public street, with adequate <br />emergency vehicle access. All on-site streets and driveways are designed <br />and/or conditioned to the standards of the Livermore-Pleasanton Fire <br />Department for access. Afire access road will connect to the service road <br />accessing the City's water tank and an easement for public safety purposes <br />to the site exists through the Grey Eagle Estates subdivision to serve the <br />eastern side of the development. As proposed and conditioned, adequate <br />access is provided to all structures for police, fire, and other emergency <br />vehicles. <br />• All residential structures, detached garages, cabanas, secondary dwelling <br />units, etc., shall be equipped with automatic fire sprinkler protection. A <br />minimum fire flow of 2,000 g.p.m. at 20 lbs. p.s.i. is required to be provided to <br />each residential lot. <br />The project developer shall purchase, or provide funding for, a new Type 3, <br />four-wheel drive, four-door fire truck, for the Livermore-Pleasanton Fire <br />Department capable of providing structure protection in the event of a <br />wildland fire and/or exposure protection in the event of a building fire. <br />Page 4 of 6 <br />
