They also posted notices for the initial street-calming meeting and <br />were unsure but thought they may have done noticing for the second meeting, as well. <br />Councilmember McGovern felt the process of the temporary lumps for Crellin was <br />important to her, she did not feel the City should indicate the lumps will be installed <br />permanently and felt the City wanted to do the best thing for the neighborhood. She was in <br />favor of installing the radar speed signs and said they worked for her, wanted a temporary <br />installation with a 6-12 month review for speed lumps and ask that it be brought back to <br />Council when the bypass road is completed. She requested the City request a waiver from <br />the County regarding the streetlights and requested striping on the speed bump or a sign <br />that states, "speed bump ahead." <br />Mayor Hosterman requested aone-year trial period. <br />Councilmember Thorne echoed support as stated by Councilmember McGovern and <br />confirmed there was higher speed in the Happy Valley area than other parts of the <br />community. <br />Councilmember Cook-Kallio confirmed that staff will request avariance/waiver from the <br />County and if not granted, the Council will have the matter reconsidered. <br />Mr. Tassano said in response to Mr. Barlow's questions he said the area in question was <br />the southern most lump on Alisal. Some of the access areas to the homes in the County <br />property were difficult to determine whether the access is taken off of Happy Valley or <br />Alisal, but he did work with the Steering Committee to ensure they noticed every <br />residential area. <br />Regarding street lumps on driveways, Mr. Tassano said it was not an ideal solution but <br />they are traversable on the sides and staff would notice the property owner and mark their <br />locations. <br />Motion: It was m/s by McGovernlThorne to approve Sycamore Road and Alisal Street <br />Traffic Calming Program as recommended by staff, return to the Council in one-year, <br />request avariance/waiver from the County and if not granted Council will have that portion <br />of the matter reconsidered; to implement radar speed signs, to implement striping to be <br />included on the speed lumps and/or signage to indicate "speed lumps ahead°. Motion <br />passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: Councilmember Sullivan <br />24. Authorization to join the East Bay Regional Communications Joint Powers Authority <br />Assistant City Manager Steven Bocian presented the report and said there were two <br />elements to the report; 1) approval of an amendment to an agreement that the Cities of <br />Livermore and Pleasanton have with Macro Corporation to continue to explore upgrades <br />and replacement of our existing radio system; and 2) recommending that the City join the <br />EBRCS-JPA. The City is going in a parallel path with both issues and feels there is a <br />significant opportunity to have its own radio system but at the same time recognize the <br />regional opportunity to be involved with the EBRCS. <br />City Council Minutes 15 July 17, 2007 <br />
