Bruce Brogden felt all residents would be affected by the speed lumps; said people would <br />use Happy Valley Road more and agreed with the previous two speaker's comments. He <br />questioned why radar was not being looked at, felt it makes the City money and people <br />would slow down with a $300 ticket. <br />Karen Thompson said she is a horse owner, pulls a 34-foot trailer to events, is self- <br />employed and the speed lumps would seriously affect her lifestyle and asked the Council <br />to deny it. <br />Bob Barlow said the City's predecessors did not know what they were doing when they <br />approved the golf course, was opposed to speed lumps and other devices, said his <br />property at 6723 Alisal was within 500 feet, said one speed lump was right at an easement <br />driveway and he questioned whether this was allowed. He suggested starting with the <br />radar signs, asked the Council to implement a different and better way to vote, and if <br />speed lumps must be done, a sunset clause should be proposed. <br />Janet Linfoot said she lives off of Alisal on a side street, loves speed lumps and said <br />trailers traverse the road without any problems. She and her husband are veterinarians <br />and statistics show there are no problems of speed lumps with horses and trailers and felt <br />the problem was speeding. She cited the many times she has almost been hit, supported <br />the plan and asked for Council approval. <br />Mayor Hosterman closed public comment. <br />Mayor Hosterman indicated there have been a number of installations on Crellin which is <br />in the back of her neighborhood and the residents love them. She questioned options for <br />removal if the speed lumps detracted from residents' quality of life, and Mr. Tassano said <br />in the instance of Crellin, staff indicated they could be removed if they did not feel <br />comfortable with them, and this is done with every project. He felt what staffs learned with <br />the Crellin installation is there is initial fear but once installed they do work. <br />City Manager Fialho noted that the Crellin lumps were temporary and were to be reviewed <br />after 12 months. He said the temporary lumps were more expensive than the asphalt <br />proposed to be used so the Council could consider installing these after hearing the input <br />and if there is not satisfaction they could be removed. <br />Mayor Hosterman questioned if the temporary lumps could be used elsewhere and Mr. <br />Fialho said they could but staff was suggesting not installing the temporary lumps because <br />of their higher cost. However, he said the asphalt lumps could be removed, but the <br />material and labor costs were similar to the temporary ones. <br />Mayor Hosterman said she did not like the lighting requirement and asked for discussion <br />with the County to grant a waiver. <br />Councilmember Cook-Kallio said she understood the logic of contacting residents with 500 <br />feet, but many indicated they were not contacted. She voiced concern over those who <br />were not available to participate in the petition process and their inability to vote caused <br />them to be recorded as a no vote. <br />Councilmember McGovern confirmed the notice was sent to everyone who has direct <br />access off of Sycamore, Alisal and Happy Valley Road.
