Mayor Hosterman questioned if the County would waive the requirement for streetlights <br />and Mr. Tassano said there was not general support in talking with the County's Traffic <br />Engineer but this could be re-visited. Councilmember Thorne suggested the Council <br />request a waiver. <br />Councilmember McGovern said there were various types of streetlights to zero lighting into <br />a small spot and she asked if this was discussed with the County. Mr. Tassano said they <br />would use a full cutback streetlight now in all installations; that previous streetlights <br />installed in the 1970's/80's had a dome fixture and the current design incorporates a flat <br />glass with recessed lights. <br />Mayor Hosterman noted that if residents on Happy Valley Road also decide that speed <br />lumps are beneficial and they would want them installed the City would provide the full <br />installation cost. City Manager Fialho noted the County of Alameda would also need to <br />support the request, as well for lighting. <br />Mayor Hosterman opened the item for public comment. <br />Vanessa Kawaihau said she supported traffic calming as opposed to increasing speeds on <br />the Happy Valley Loop, said some residents are concerned the speed lumps are <br />permanent and suggested the City encourage removal of the lumps once the Happy <br />Valley Bypass Road is installed even if it means instituting a cost sharing program with the <br />residents. She did not think Happy Valley's road width was conducive for speed lumps in <br />the future, voiced concern that speed lumps on Alisal and Sycamore would cause <br />diversionary traffic on Happy Valley Road that would advent the closure of Happy Valley <br />Road. Regarding lighting she encouraged the County to waive its requirement, but if not <br />she supported safety lighting only. She thanked staff and the Steering Committee and <br />asked to approve the items. <br />Kevin Close felt the true traffic calming plan was to construct the Bypass Road, but he <br />strongly supported the Traffic Calming Plan until that time and asked that when the <br />Bypass Road was constructed all devices be removed. He also recommended the City <br />request for a waiver from the County for streetlights. <br />Jerry Wagner felt success was good planning well executed, said there was no bypass <br />road as promised before construction began on the golf course, discussed water, sewer <br />and slide problems; felt the road would not be installed in his lifetime. He felt the City <br />should spend the money from golfers to put in a~true bypass road to Highway 84, thereby <br />not burdening the country roads of Happy Valley and Bridle Creek residents with traffic <br />and asked to slow down speeders. <br />Diane Jordan said she felt left out because they were not included in the petition yet they <br />use the road as a main artery out of the community. She said she will not live in a <br />community where she is forced to stop and drive over a speed lump, acknowledged the <br />traffic had worsened due to speed and width of the road, asked why the City was not trying <br />something else other than speed lumps and fe'It something more progressive could be <br />done instead. <br />Vince Barletta felt the Council was trying to do the right thing but the plan was incredibly <br />flawed, however, was adamantly opposed to the current proposal and felt a few speeders <br />have ruined it for everyone.
