The property owners association shall be responsible for the maintenance of all <br />private utilities, and other common areas and facilities on the site, including all <br />landscaping and soundwalls extending to the Vineyard Avenue face-of-curb. The <br />City shall be granted the rights and remedies of the association, but not the <br />obligation, to enforce the maintenance responsibilities of the property owners <br />association. <br /> <br />28. The proposed phasing of this development shall be depicted on the tentative <br />subdivision map and shall include narrative explaining the phasing. All remaining <br />pad areas shall be planted with a hydroseed mixture consisting of the following <br />species and rate-of-cover: crimson clover (20.0 lbs/acre), California poppy <br />(3.0 lbs/acre), valley lupine (5.0 lbs/acre), farewell-to-spring (2.0 lbs/acre), and <br />African daisy (2.0 lbs/acre). The hydroseed mixture shall be specified on the <br />improvement/landscape plans for review and approval by the Planning <br />Commission and shall be maintained by the project developer until sold and then <br />shall be maintained by the lot owner. <br /> <br />33. The project developer shall comply with the recommendations of the tree report <br />prepared by HortScience, Inc., dated November 2005. The project developer <br />shall install four, 24-inch box-size specimen trees for each heritage-size tree to <br />be removed. The locations of these trees shall conform to the Conceptual <br />Landscape Plan of Exhibit A and shall be shown on a landscape plan submitted <br />with the tentative subdivision map. <br /> <br />61. The project developer shall submit a grading and drainage plan prepared by a <br />licensed civil engineer depicting all final grades and on-site drainage control <br />measures, including concrete-lined V-ditches, to protect all cut and fill slopes <br />from surface water overflow with the tentative subdivision map. This plan shall <br />be subject to the review by the City Engineer and approval by the Planning <br />Commission. <br /> <br />81. The following requirements shall be incorporated into the project: <br /> <br />a. The project developer shall submit a grading and drainage plan prepared by <br />a licensed civil engineer with the Tentative Subdivision Map depicting all <br />final grades and on-site drainage control measures including bio-swales. <br />Vegetative swales/retention basins shall be designed as determined to the <br />satisfaction of the City Engineer to optimize the amount of the storm water <br />running off the lots and paved surfaces that enters the bio-swale at its most <br />upstream end. This plan shall be subject to the review and approval of the <br />Planning Commission with its action on the Tentative Subdivision Map. <br /> <br /> <br />4 <br /> <br />
