Staff appreciates the residents' concerns that a number of maintenance items have <br />been deferred and that the park owner needs to do a better job of keeping in front of <br />these issues. Moreover, in the draft Rent Stabilization Agreement, staff is proposing <br />enforcement procedures through the City's administrative citation process that would <br />allow a neutral hearing officer to evaluate more quickly the concerns of the residents <br />over rent, maintenance and related concerns.
