Staff pointed out that regular review by the Parks and <br />Recreation Commission has been the practice since the inception of the City's public art <br />program, and was intended to continue as part of the art selection process outlined in the <br />Master Plan. The minor changes requested by the Parks and Recreation Commission <br />have been incorporated into the current draft of the Plan. <br />Economic Vitality Committee Review <br />The Economic Vitality Committee reviewed the Plan at its meeting of November 16, 2006. <br />The Committee voted unanimously to support the Plan, and there were no specific <br />suggestions or changes. <br />DISCUSSION <br />Project Description <br />The Draft Public Art Master Plan includes several components: <br />• A Mission Statement, and goals and objectives for public art in the Downtown; <br />• An inventory of existing public art works; <br />• A discussion of appropriate themes for public art works, including <br />commemoration of local history, community identity, and creating sensory <br />environments; <br />• A discussion of the need for community involvement in selecting and creating art <br />works, including involving youth, community members, business/civic <br />organizations, and seniors; <br />• A discussion of the different audiences for public art in the Downtown; <br />• A project menu; <br />• Selection and review procedures for public art. <br />The Project Menu is the core of the Draft Plan, and consists of a range of concepts. <br />These include: descriptions of several sites in the Downtown area and suggestions for <br />appropriate types of art works; ideas for types of public art that could be in multiple <br />locations, such as banners, benches, and fundraiser sales stands; ideas for events <br />involving public art, such as a chalk festival; and art education and participation, such as <br />an "artist in residence" program. It is anticipated that the Civic Arts Commission would <br />review this list every year and recommend a potential project for funding based on <br />available resources, partnership opportunities, community interest, and the overall <br />balance of the public art collection. <br />The Project Menu is meant as a starting point for discussion and consideration during <br />the development of the annual Public Art Plan. It is not intended as a mandate for any <br />specific project(s), nor is it intended to preclude consideration of other worthwhile <br />projects not included in the list. In addition, the Civic Arts Commission may choose to <br />expand, edit, or modify a particular project. Budgets associated with each project are <br />simply estimates, and are for discussion purposes only. The numbers will likely be <br />modified as a particular project takes shape and specific costs are identified. <br />Page 4 of 5 <br />
