Process <br />Development of the Master Plan involved several tasks and phases. The consultants <br />initially reviewed all existing documents and reports, including the Downtown Specific <br />Plan (geographic scope for the Downtown Public Art Master Plan), Downtown Parks and <br />Trails Master Plan, Pleasanton General Plan, Civic Arts Commission/staff reports, PDA <br />materials, etc. The consultants then identified preliminary issues and needs to be tested <br />in a series of interviews with elected officials, key leaders of the community, members of <br />the Task Force, Civic Arts Commissioners, staff, etc. <br />An information-gathering phase ensued, with the key leader interviews conducted on <br />September 27, 2004. Subsequent phone interviews were conducted with those unable to <br />attend. The Consultants also conducted site work and inventoried existing and potential <br />locations for public art in the Downtown area. A meeting of the Task Force was held on <br />December 12, 2004, to explore and identify possible audiences, participants, potential <br />sponsors, locations/sites, genres and themes. In the area of themes, the Task Force <br />expressed consensus that they be general, not constraining. <br />The Consultants developed a series of goals and objectives from the information <br />gathered. That information was reviewed and approved by the Task Force at its meeting <br />of June 14, 2005. The Civic Arts Commission approved the goals and objectives at its <br />meeting in July 2005, and the Consultants were directed to proceed with development <br />and preparation of a first draft of the Downtown Pubic Art Master Plan. The first draft of <br />the Master Plan was completed on April 20, 2006, and reviewed by the Task Force on <br />May 22, 2006. The Task Force discussed the draft Master Plan in detail, making <br />recommendations for some revisions while praising its overall thoroughness and vision. <br />Staff subsequently received comments from Christine Salidivar, the new Executive <br />Director of the Pleasanton Downtown Association. At the request of the Task Force, Civic <br />Arts Chairperson Holly Nelson agreed to draft clarifying language for a specific passage in <br />the draft. <br />At its regular meeting on July 10, 2006, the Civic Arts Commission again reviewed the <br />draft Plan, considered a number of suggestions from the Task Force, City staff, <br />Pleasanton Downtown Association, etc., and requested that staff direct the Consultants to <br />incorporate a number of modifications into a second draft for the Commission's <br />consideration. <br />A second draft of the Plan was reviewed by the Civic Arts Commission at its meeting of <br />October 2, 2006. The Civic Arts Commission preliminarily approved the Plan, subject to <br />review by appropriate City commissions and committees, before making a final <br />recommendation to the City Council. <br />Parks and Recreation Commission Review <br />The Parks and Recreation Commission reviewed the Master Plan on October 12, 2006. <br />Commissioners responded favorably to the Plan, and voted unanimously to indicate <br />support. The Commission suggested several minor changes in verbiage, primarily to <br />ensure Parks and Recreation Commission input regarding proposed projects located in or <br />Page 3 of 5 <br />
