BACKGROUND <br />At the Civic Arts Commission's meeting of November 4, 2002, former Commissioner <br />Rudy Johnson suggested that the Civic Arts Commission develop a comprehensive <br />plan for public art in the Downtown area. On January 6, 2003, the Civic Arts <br />Commission requested that Chairperson Margene Gerton Rivara, and former <br />Commissioners Joan Tenbrink and Mr. Johnson, meet with Pamela Ott, former <br />Executive Director of the Pleasanton Downtown Association (PDA) and the City's <br />current Director of Economic Development, to explore the potential for more public art in <br />Downtown. After meeting in late January 2003, the Committee and Ms. Ott agreed that <br />a Downtown Public Art Master Plan could best provide a vision and process to achieve <br />this goal. <br />In February 2003, the Commission expressed a desire to develop options for creation of <br />a Downtown Public Art Master Plan. Staff met with Art Consultant Steven Huss on <br />February 19, 2003, to discuss potential options, and reviewed alternatives with the Civic <br />Arts Commission in April 2003. It was agreed to pursue a traditional type planning <br />process, complete with a Task Force and supporting arts consultant. In June 2003, the <br />City Council acted upon the recommendation of the Civic Arts Commission to pursue a <br />Downtown Public Art Master Plan and allocated $20,000 for the project, beginning in FY <br />2003/04. <br />On April 12, 2004, a selection panel interviewed prospective art consultants and <br />recommended the team of Marc Pally and Carol Goldstein of Los Angeles. That <br />recommendation was later ratified by the City Council, and contract negotiations were <br />completed in summer 2004. On September 21, 2004, the City Council appointed the <br />following individuals to serve on the Downtown Public Art Master Plan Task Force: <br />Kent Moore, former Civic Arts Commissioner <br />Jerry Pentin, Parks and Recreation Commissioner <br />Trish Maas, former Planning Commissioner <br />Jackie Bierre, former Youth Commissioner <br />Elisse La Barre, former Youth Commissioner (alternate) <br />Alexis Gass, Pleasanton Downtown Association (PDA) <br />Beth Okurowski, Pleasanton Art League <br />Rosiland Wright, Pleasanton Cultural Arts Council <br />Karen Emerson, Citizen-at-Large <br />Tricia Poulos-Leonard, Citizen-at-Large <br />City support staff included: <br />Andy Jorgensen, Civic Arts Manager <br />Mike Fulford, City Landscape Architect <br />Pamela Ott, Director of Economic Development (former PDA Executive <br />Director) <br />Page 2 of 5 <br />
