SR 89:133 <br />Page 4 <br /> <br />The response rate for Hacienda employees in the TSM Survey was <br />85%. <br /> <br />The TSM Survey reported trips were expanded to account for those <br />employees who failed to fill out the TSM Survey. Those employees <br />who did not respond were assumed to have the same travel patterns <br />as those who did respond. <br /> <br />These expanded TSM Survey Departure Trips were then reduced by the <br />factor "b" calculated from the driveway counts. (Expanded Survey <br />Trips x 0.78 = Departure trips). <br /> <br />These "Departure Trips" were then factored to represent "Total <br />Trips" by multiplying by factor "c". (Departure Trips x 1.18 = <br />Total Peak Trips). <br /> <br />The Total Peak Trips were then divided by factor "d" the "Average <br />Vehicle Occupancy to equate to "Vehicle Trips." (Total Peak <br />Trips/1.14 = Total Vehicle Trips). <br /> <br />Emmloyee Density <br /> <br />Trip generation rates are also a function of the number of <br />employees working in a given sized building (employee density). <br />The greater the employee density, the greater the trip generation <br />rate. Last year, the rate derived tacitly assumed a stable <br />employee density. This year, an evaluation of employee density <br />was also conducted. <br /> <br />The average area per employee in the Driveway Study buildings was <br />305 sq. ft. per employee in 1988 and 373 in 1987, or an 18% <br />decrease in area per employee. This was due to more people in <br />less space. <br /> <br />The average space occupancy of AT&T buildings "A" through-"J" was <br />217 sq. ft. per employee in 1987 and 197 sq. ft. per employee in <br />1988. This compares to the current 312 sq. ft. in the new <br />headquarters building. <br /> <br />If this trend of a building filling up to maximum capacity over <br />time is typical, then it would seem reasonable to project 250 sq. <br />ft. per employee for maximum build out and the maximum occupancy. <br />(see attached ITE table GENERAL OFFICE BUILDING). <br /> <br />Selection of Trim GeneratiOn Data <br /> <br />Despite the increasingly comprehensive empirical data base, <br />selection of a trip generation rate still depends on some policy <br />considerations, particularly the assumption made for employee <br />density.
