SR 89:133
Page 3

C) The percentage of "Departures" are of total trips (the
sum of "Departures" and "Arrivals").

d) The Average Vehicle Occupancy. (Number of people per
car).

The 1988 Driveway Study produced reliable estimates of all of
these factors. All of this information was not available for the
last trip generation rate adjustment the City Council made, as
items (b) and (c) above were unknown and (d) was estimated from
Survey information.

Use of Driveway Study Data

Data from the 1988 TSM Survey, from a survey of "Building
Occupancy," and from the driveway counts was placed in a Lotus 123
spread sheet.

Comparison of the total number of persons counted leaving the
building in the peak PM period in the Driveway Study was made
against the total (expanded) number in the 1988 TSM Survey of
employees saying they left. This determined a factor of 78% of
TSM Survey employees reported leaving that were actually counted
leaving (factor b above).

Peak hour Directional Distribution for the buildings whose
driveways were counted averaged a distribution of 85% outbound and
15% inbound. (1.00/0.85 = 1.18 or total vehicle trips = outbound
x 1.18) (factor c above).

The driveway study determined that an average vehicle occupancy of
1.14 people per car could be expected in those cars departing
(factor d above).

Calculation of Trip Generation Factor

The 1988 TSM Survey reported trips as listed in the spread sheet
were used for the base data.

The spread sheet includes 9,568 "office" employees from the
Hacienda, Pleasanton Park and Stoneridge area. The 1988 City-wide
total employee number was 22,466 employees, which included all
land use categories. The number of "Office" employees used to
calculate the new "Office" trip generation factor represents 43%
of the City's employees and is 83% of the total "Office"
employees.

The spread sheet includes 7,350 of Hacienda's 7,989 employees, or
92%.

The Driveway Study included buildings with a total employee
population of 7,662 employees, or 84% of Hacienda's employees and
80% of the total 9,568 North Pleasanton "Office" employees used in
the spread sheet.
