DRAFT <br />Page 2-29 <br />Commissioner Pearce proposed that in view of the state of the Pleasanton Library and <br />City Hall, instead of considering the preparation of a Civic Center Master Plan in the next <br />20 years under Program 9.2, <br />• Prepare a Civic Center Master Plan now to provide additional space to the <br />Pleasanton Library and City Hall. <br />Commissioners Blank and Narum supported the proposal. <br />Pa eg_2-30 <br />Chairperson Fox requested the addition of a peer review as a requirement for large-scale <br />commercial projects under Program 11.2. Commissioner Blank proposed a modification <br />to indicate a data verification be done by either a peer review or staff. Commissioner <br />Narum stated that she was not comfortable with the word "require" particularly since the <br />City is trying to streamline the development review process. <br />• Modify the sentence in Program 11.2 to read: "...require the preparation of a <br />fiscal impact and market study that is either peer-reviewed or verified by staff to <br />determine the costs....". <br />Page 2-31 <br />In response to Chairperson Fox's inquiry if Policy 9 has been deleted, Ms. Stern replied <br />that this has been moved to the Public Facilities Element. <br />Page 2-32 <br />Chairperson Fox inquired if Policy 16 includes only the agricultural open space or all <br />open space including parklands and undeveloped areas. Ms. Stern explained that this text <br />is taken from the Ridgelands initiative, in which everything above the UGB is designated <br />as either Park and Recreation, since the Park District has been acquiring land, or <br />Agriculture and Grazing. <br />Page 2-33 <br />Chairperson Fox noted that she did not see Program 18.6 in the East County Area Plan <br />and inquired where the Program came from. Ms. Stern replied that is was part of the <br />1996 General Plan and was part of the Preamble to the Initiative. <br />Chairperson Fox noted that Measure D discussed community separators including the <br />Chain of Lakes that separates Pleasanton from Livermore. She inquired if gravel <br />harvesting references the same areas as the Chain of Lakes. Ms. Stern pointed out the <br />UGB on the Land Use Map and referred to a portion of land formerly owned by Hanson <br />Aggregates just outside the UGB that is within the City limits, which would be <br />completing its harvesting activities in the near future.
