Ms. Stern explained that this <br />came from the Pleasanton Energy Committee which drafted the new Energy Element of <br />the General Plan. She noted that when the Commission discussed the Energy Element, it <br />determined that this was not an Energy Element policy and recommended that it be <br />moved to the Land Use Element. <br />Commissioner Blank agreed that this is marginal but noted that this is not required but <br />encouraged, such as is done for low-cost housing, affordable housing, and other areas. <br />Chairperson Fox noted that it fits in with TOD and live-work policies which encourage <br />but not do require people to live close to where they work. <br />Commissioner O'Connor stated that it should stay as long as it is not required, given that <br />ABAG encourages ajob-housing balance and the City would be supplying the balance by <br />encouraging employers to hire locally. <br />Commissioner Blank would like the addition of a program that would encourage land use <br />that is compatible with alternative means of transportation, particularly bikes. <br />Commissioner Pearce suggested the language "Promote the use of alternative <br />transportation whenever possible. Commissioner O'Connor noted that many companies <br />offer incentives to commuters. <br />Ms. Harryman stated that it could be included under Program 24.2, and Ms. Stern <br />proposed the following language: <br />• Encourage land use that facilitates the use of trails and alternative transportation. <br />In response to Chairperson Fox's inquiry if the completion of the Iron Horse Trail is <br />mentioned anywhere, Commissioner Pearce replied that it could be in the Circulation <br />Element.
