DRAFT
Commissioner Blank noted that the language uses "may."
Chairperson Fox inquired why bullets points are used under Polio instead of Programs.
Ms. Stern replied that these are organizational matters rather than separate programs that
flow into the density topic.
Chairperson Fox inquired if a Council decision to exclude slopes greater than 25 percent
in the gross developable acres would be included in this section. Ms. Stern said yes, as
gross developable acres is also discussed in this section.
Commissioner Blank stated that the Commission actually set this forward as a separate
recommendation, and the Council did not want to do that, the rationale being the General
Plan was being worked on.
In response to Chairperson's inquiry if the Commission should add this, Commissioner
Pearce stated that the Commission could make this point again and add it as a
recommendation, and the Council could strike it out if it desired.
• Add the following Policy: "The calculation of residential units for gross
developable acres shall not include slopes greater than 25 percent."
Ms. Stern noted that this was not recommended by the City Council at a previous
workshop where this was discussed. Chairperson Fox indicated that the composition of
the City Council has been changed since then with two new members.
Commissioner Narum stated for the record that she does not agree with this. Ms. Stern
inquired what the other Commissioners desired; the other four Commissioners indicated
their support.
Pale 2-28
In response to Chairperson Fox's inquiry regarding the meaning of "implement the .. .
necessary rezonings," Ms. Stern replied that the Downtown Specific Plan made changes
to the General Plan as part of the Specific Plan, and there are remaining clean-up
rezonings that need to be made, such as the zoning change of Veterans Hall from
Commercial to Public and Institutional as well as some Residential areas that have been
rezoned to Commercial and vice versa.
In response to Commissioner Narum's inquiry if building height was part of these
changes, Ms. Stern replied that she does not have the list of zoning changes and that
building height could be one of them.
DRAFT EXCERPTS: PLANNING COMMISSION MINUTES July 1 1, 2007Page 17 of 24
