Draft <br />2.0 Land Use Element <br />Program 9.4: Encourage second-floor apartments above first-floor <br />commercial uses and live-work units in the Downtown. Also <br />allow mixed-use development in the Downtown where <br />residences are located behind commercial uses. <br />Program 9.5: Draft an ordinance that protects the rights of businesses to <br />operate in the Downtown commercial area. <br />Policy 10: Ensure that neighborhood, community, and regional commercial centers <br />provide goods and services needed by residents and businesses of Pleasanton <br />and its market area. <br />Program 10.1: Zone sufficient land for neighborhood, community, and <br />regional commercial uses to support Pleasanton's increasing <br />business activity. <br />Policy 11: Provide adequate neighborhood commercial acreage to serve the future needs <br />of each neighborhood at buildout. <br />Program 11.1: Locate appropriately-scaled commercial centers with <br />reasonable access to the residential neighborhoods they serve. <br />Program 11.2: For large-scale commercial projects, require the preparation of <br />a fiscal impact and market study that is peer-reviewed or <br />vetted by City staff to determuie the costs and benefits of the <br />project for the City and the economic viability of the project. <br />Policy 12: Encourage industrial, commercial, and office development which is compatible <br />with environmental constraints in Pleasanton. <br />Program 12.1: Encourage business parks and large employers to provide <br />on-site childcare facilities. <br />Program 12.2: Promote the location of business services in Pleasanton to <br />support industrial, commercial, and office complexes. <br />Program 12.3: Generally discourage the redesignation of commercial, <br />business park, and industrial land to residential use, except fox <br />the area surrounding the BART Stations. Encourage the <br />designation of land as mixed-use where externalities can be <br />mitigated, and where there is potential to reduce traffic and <br />facilitate affordable housing. <br />Program 12.4: Require non-residential projects to provide a landscape buffer <br />between new non-residential development and areas <br />designated for residential use. <br />LU element 082107 clean 2-29 <br />
