d. Widen Santa Rita Road to at least four lanes (on an interim <br /> basis) from West Las Positas Boulevard to I-580. <br />e. Install signal at Hopyard Road/Inglewood Drive. <br />f. Install signal at Hopyard Road/Gibraltar Drive. <br />g. Install signal at Hopyard Road/Valley Trails Drive <br /> (North) - (Arthur Drive), <br />h. Modify the follow ing signals: <br />Hopyard Road/Valley Avenue <br />Hopyard Road/Valley Trails Drive (South)-Parksi,de Drive) <br />Hopyard Road/West Las Positas Boulevard <br />Hopyard Road/Stoneridge Drive <br />Hopyard Road/Johnson Drive <br />Santa Rita Road/West Las Positas Boulevard <br />Santa Rita Road/Pimlico <br />When any of the intersections listed in Table V of the NPTS, <br />Volume 3 (with the exceptions and additions listed above) <br />reach LOS D (81~ of capacity), traffic mitigations will <br />begin to be implemented. Traffic mitigations shall include <br />but not be limited to roadway improvements, TSM measures and a <br />moratorium on the issuance of building permits. Traffic <br />mitigations shall be implemented on a priority basis, to <br />be determined by the City Engineer beginning with the least <br />stringent and the least costly. Increasingly more stringent <br />mitigations will be implemented in order to maintain traffic <br />levels at LOS D or better. No construction on the site not <br />already started may be commenced or approved until the <br />developer performs a traffic analysis, satisfactory to the City, <br />to determine which specific measures described in the following <br />subparagraphs or other mitigation measures should be con- <br />structed (or taken) to mitigate the traffic conditions at the <br />particular intersection(s) in order to maintain it at LOS D. <br />The mitigating roadway improvements shall be, but are not <br />necessarily limited to the following: <br />Construction of Stoneridge Drive/I-680 interchange. <br />b. Widening and improvement of the Hopyard Road/I-580 <br />interchange. <br />c. Widening of Santa Rita Road to six lanes from I-580 to <br />Valley Avenue. <br />d.
