Zonal Recommendations <br /> <br /> o In Zone 1, van costs are significantly higher than in <br /> other zones. A high priority is to control van costs. <br /> Additional effort also needs to be expended in <br /> increasing shared rides. The administration of several <br /> programs needs to be improved. Information and outreach <br /> needs to be improved, substantially in some programs. <br /> Finally, there needs to be a thorough investigation of <br /> the feasibility and desirability of providing <br /> centralized procurement of taxi paratransit services. <br /> <br /> o In Zone 2, the potential for centralizing service <br /> procurement and voucher redemption should be <br /> investigated by Hayward and San Leandro. <br /> <br /> o In Zone 3, there is a need to increase information and <br /> outreach efforts to the disabled community. With <br /> additional Measure B monies, trip purpose priorities for <br /> medical and non-medical trips should be eliminated. <br /> <br /> o In Zone 4, the potential for consolidating LAVTA and <br /> Pleasanton services should receive further analysis. <br /> Service hours should be extended as funding and demand <br /> permit. <br /> <br />Paratransit Coordinating Council <br /> <br /> Over 50 very specific recommendations are made to <br />restructure the PCC and its relationship to the County. Some <br />particularly important recommendations are to: <br /> <br /> o Increase political accountability by including positions <br /> appointed by the Board of Supervisors and local elected <br /> officials on the PCC Board of Directors. <br /> <br /> o Reduce the size of the Board by moving government, <br /> prorider, and claimant representatives to advisory <br /> positions, and by eliminating designated seats for <br /> organizations which are no longer active. This should <br /> increase the efficiency and credibility of the PCC. <br /> <br /> o Require an annual report to the Board of Supervisors <br /> documenting PCC activities and progress toward <br /> objectives. <br /> <br /> o Transfer responsibility for staffing the PCC to the <br /> County of Alameda. The staffing function should be <br /> strengthened by increasing the amount of paid staff time <br /> available, providing staff support with technical as <br /> well as administrative expertise, and identifying more <br /> specific priorities for staff action. <br /> <br /> o Transfer responsibility for claiming funds to the County <br /> of Alameda. <br /> <br /> ES-11 <br /> <br /> <br />
