6. Develop a vehicle acquisition program. (1990-1991) <br /> <br /> A policy recommendation of this plan is that programs be <br /> permitted to purchase vehiclesif they demonstrate benefits <br /> from the purchase compared to operator-provided vehicles. <br /> Before such a program can begin, such issues as the proper <br /> method for allocating the cost of vehicles among programs <br /> and the best arrangement for making vehicles available for <br /> operation by private providers needs to be resolved. <br /> <br />7. work with local programs, users and proriders to improve the <br /> complaint resolution process. (1990-1991) <br /> <br /> The Paratransit Coordinator should be responsible for <br /> implementing a more formalized complaint resolution process <br /> by the PCC and providing assistance to claimants when <br /> complaints cannot be resolved at the local level. <br /> <br />8. Develop arrangements for in~ercity and interzonal travel. <br /> (1990-1991) <br /> <br /> Assembly Bill 4382 (commonly referred to as the Tanner Bill) <br /> requires that public paratransit proriders not require that <br /> a person requesting transportation be resident of that <br /> transit operator's service area. The Paratransit Coordina- <br /> tor should be responsible for establishing guidelines and <br /> program logistics for enabling intercity and interzonal <br /> travel. <br /> <br />9. work with the claimants and the PCC to adopt a set of <br /> uniform eligibility criteria for all TDA 4.5 and Measure B <br /> funded paratransit. (1991) <br /> <br /> Eligibility should be based on need and not geographical <br /> location in Alameda County. Greater standardization of <br /> eligibility criteria is already implicit in the use of an <br /> allocation formula based on need. <br /> <br />10. Provide an incentive and mechanism for coordination with <br /> fixed-route transit. (1990) <br /> <br /> Longer trips by paratransit service are prohibitively <br /> expensive to provide. In order to overcome this obstacle, <br /> further investigation is needed on the most appropriate <br /> mechanism to provide paratransit feeder service to BART and <br /> AC Transit. Incentives and training should combine to <br /> encourage users to use fixed-route transit instead of <br /> paratransit whenever possible. <br /> <br />11. Provide technical assistance and coordinate information and <br /> outreach efforts. (1991) <br /> <br /> While basic information and outreach for paratransit <br /> programs should remain a primary responsibility of local <br /> <br /> ES-13 <br /> <br /> <br />
