6. Develop a vehicle acquisition program. In order to overcome this obstacle, <br /> further investigation is needed on the most appropriate <br /> mechanism to provide paratransit feeder service to BART and <br /> AC Transit. Incentives and training should combine to <br /> encourage users to use fixed-route transit instead of <br /> paratransit whenever possible. <br /> <br />11.
