GROWTH AND DEVELOPMENT IN THE PLAtdNING AREA <br />The General Plan in its land use and associated elements sets forth <br />a picture of Pleasanton at full development: 76,000 persons living <br />in a diverse mix of resjdential housing types; commercial and industrial <br />development to accommodate the needs of Pleasanton and the region for <br />employment and shopping; parks, schools, churches, and. other public <br />facilities to meet the needs of the residents; and a transportation <br />network to carry the residents efficiently and safely to, from, and <br />within the city. Pleasanton will not reach this level of development <br />overnight, nor even within many years. The growth and development of <br />Pleasanton according to its General Plan will be a long-term process. <br />The manner in which Pleasanton develops year to year over the thirty- <br />odd years of development foreseen by the General Plan is crucial to <br />the well-being of the city. Because of the protracted development <br />period envisioned by the General Plan, Pleasanton requires a unique <br />response to new development in order to ensure development consistent <br />with environmental quality, balanced growth, and fiscal health. The <br />challenge facing Pleasanton is to guide its growth in the period up <br />to fulfillment of the General Plan in a manner which is efficient, <br />environmentally sound, and balances development in such a way as to <br />assist Pleasanton in attaining the status .of a complete community <br />throughout the years of its growth. The following goals shall serve <br />as ideals toward which Pleasanton shall strive as it grows: <br />Goal 1: To achieve and maihtain a balance among land <br />uses as the city .develops. <br />Goal 2: To develop in an efficient, logical, and orderly <br />fashion. <br />Goal 3: To attain and maintain a high standard of environ- <br />mental quality in all development. <br />Balanced Community Growth - Pleasanton lies within an Air Quality <br />Maintenance Area, an area currently violating federal air quality <br />standards. Air quality considerations have necessitated that sewer- <br />age facility expansion be limited; since sewerage facility capacity <br />at present is extremely limited, new development will be constrained <br />by the provision of sewerage facilities. Unregulated growth in <br />Pleasanton would not be likely to bring a balance between residential, <br />commercial, industrial,. and institutional uses. The growth slowdown <br />which has occurred over the last five years has built up a demand <br />for residential dwellings which exceeds the potential supply of <br />sewerage capacity. Commercial and industrial development have been <br />held back also, but the rapidity with which residential development <br />can occur relative to commercial and industrial development presages <br />that in a race for any available sewerage capacity, residential devel- <br />opment would win. The air quality goal requires not only slower <br />growth generally, but requires that the commuter pattern of suburban <br />development which so far has characterized Pleasanton be reversed; <br />this can only occur if industrial and commercial development occurs <br />simultaneously with residential growth. <br />-4- <br />
