,. `- ~ C shall be submitted to the Planning Commission and ( Council, who will jointly review the projects. i This latter review shall be in accord with the. requirements of California la~o relating to zoning and general plans and the California Environmental Quality Act. Regular notifications pursuant to those laws will be given. The final selection of the approved project(s) shall be at a public. hearing. c. The City Council shall use the following criteria in selecting the project(s): (1) Location and the appropriateness of the • particular project to the location. (2) Affordability of for-sale units and whether rental units are included. (3) Design: attractiveness, site suitability and efficiency of the use of the land. (4) Probability of performance by the builder and the likely timing involved. (5) Degree to cohich the proposed project meets the goals of the Housing Element of the General Plan. ( d. The chosen project(s) will be given priority process- ~ ' ing through city review processes ( fast tracking ). Developer ~•~ill be given a definite date when building permits will be issued in consideration for his participation in this program. e. Collection of najor-city development fees shall be postponed where possible until certificates of occupancy are issued to complete d*.aelling units. City will work with other local fee collection agencies to encourage postponement of collection of their fees where possible. f. Any outside plan checking or staff overtime costs involved in "fast tracking" shall be absorbed by the city. g. Sewer capacity shall be guaranteed for a specified period of time for the chosen project(s). h. The developer(s) of project(s) selected by the city shall negotiate an agreement guaranteeing affordability of units to target groups, permit issuance date, construction commencement target, estimated develop- ment and sales schedule, and completion date with l penalty schedule. \ -2-
