( 1 \ .~ \ CITY COUIICIL OF THE CITY OF PLEASAIdTON ALAMEDA COUITPY, CALIFORidIA RESOLUTION N0. 81-237 RESOLUTIOiQ ESTABLISHING Aid AFFORDABLE IIOUSING CO~IPETITIOId FOR THE CITY OF PLEASANTON FOR 1931-82 LJI-IEREAS, the City Council of the City of Pleasanton has indicated strong concern regarding the lack of new •• affordable housing being constructed in the city; aid WHEREAS, the Pleasanton Chamber of Commerce volunteered to assist the city in studying the ways that the city could encourage development of affordable housing; and LJf~P.EAS, the Chamber prepared a report on affordable housing dated July 8, 1931; and L?HEREAS, the Chamber, city staff and the City Council have, through workshops and discussions, concluded that a model program providing for a competition with the goal of achieving approximately 200 affordable housing units is one way to encourage the development of affordable housing; and FTIIEREAS,.the City Council believes this should be viewed as an experiment which, if successful,could be repeated in the future; and LJIIEP.EAS, submittal requirements, the modification of several existing land use procedures and the development of guidelines for carrying out the program are necessary. iQOW, TIIEREFORE, THE CITY COUPICIL OF TIIE CITY OF PLEASANl'Oid RESOLVES AS FOLLOL7S Section 1: There shall be established in the City of Pleasanton a model competition to encourage the development of affordable housing during fiscal year 1981-82. Section 2: .Procedures. The following procedures shall be used for the 1931-32 competition. a. The City Council will 'select on a competitive basis approximately 200 units of affordable housing for which an exemption from any then existing growth management limitation will be granted. b. The selection of the exempt project(s) shall be in two stages. The City Council will initially screen all projects in the competition. Those projects initially selected as meeting the Council's criteria
