The proposed fees do not represent any major <br /> changes. Most increases proposed are small and are <br /> due to salary increases or increases in the cost of <br /> contractual services. <br /> <br /> The fees and charges of Department of Parks and <br /> Community Services programs and facilities are <br /> based on the policy of recovering the full direct <br /> programs costs of fee classes, special clinics, <br /> camps and private facility use, and recovering 0%- <br /> 75% of the cost of broad based children's <br /> programs, teen activities, disabled programs, <br /> senior programs, facility use associated with non- <br /> profit organization program use, or programs <br /> targeted to address identified community needs. <br /> (Example: child care, substance abuse, <br /> disabled/senior transportation). <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />All fees and charges established by the Department of Parks <br />and Community Services are to be approved by the City Council <br />(Resolution 77-123). During the past two (2) years the <br />department has made various adjustments to the fees and <br />charges to compensate for increases in staff/contractor <br />salaries and program materials and have added and omitted <br />classes and programs due to demand or lack of demand. <br /> <br />Effort has been made to delete from fees submitted for <br />approval those "add-on" items that are controlled by the <br />market, i.e., insurance, uniforms, books. Those fees shown <br />which include such costs have an asterisk. <br /> <br />PROPOSED CHANGES <br /> <br />FEES <br /> <br />A. DEPARTMENT GENERAL FEES - Changes Proposed are in bold. <br /> <br /> a. Refund service Fee: Refunds are not granted if <br /> requested later than three (3) working days prior <br /> to the first class meeting, and will incur a $5.00 <br /> per class service charge. Full refunds will be <br /> given for any classes cancelled by the Department. <br /> NOTE: Aquatic Program refunds are restricted to <br /> special circumstances only. <br /> <br /> -2- <br /> <br /> <br />
