The proposed fees do not represent any major changes. Most increases proposed are small and are due to salary increases or increases in the cost of contractual services. The fees and charges of Department of Parks and Community Services programs and facilities are based on the policy of recovering the full direct programs costs of fee classes, special clinics, camps and private facility use, and recovering 0%- 75% of the cost of broad based children's programs, teen activities, disabled programs, senior programs, facility use associated with non- profit organization program use, or programs targeted to address identified community needs. (Example: child care, substance abuse, disabled/senior transportation). Honorable Mayor and Members of the City Council: BACKGROUND All fees and charges established by the Department of Parks and Community Services are to be approved by the City Council (Resolution 77-123). During the past two (2) years the department has made various adjustments to the fees and charges to compensate for increases in staff/contractor salaries and program materials and have added and omitted classes and programs due to demand or lack of demand. Effort has been made to delete from fees submitted for approval those "add-on" items that are controlled by the market, i.e., insurance, uniforms, books. Those fees shown which include such costs have an asterisk. PROPOSED CHANGES FEES A. DEPARTMENT GENERAL FEES - Changes Proposed are in bold. a. Refund service Fee: Refunds are not granted if requested later than three (3) working days prior to the first class meeting, and will incur a $5.00 per class service charge. Full refunds will be given for any classes cancelled by the Department. NOTE: Aquatic Program refunds are restricted to special circumstances only. -2-
