(d) Main Street is the major element of the pedestrian <br />environment sought to be created and protected in downtown <br />Pleasanton. It possesses various remaining examples of the <br />architectural styles of Downtown Pleasanton's commercial <br />heyday when pedestrians not cars were king. Vehicular uses <br />of property along Main Street for parking lots, parking <br />structures or for vehicular ingress and egress on to or from <br />such property are not required to make reasonable use of such <br />property and are inconsistent with the architectural heritage <br />and character of the District and with pedestrian uses of <br />Main Street. Until the District is again a delightful and <br />pleasant walking environment, it will not be able to compete <br />with the modern regional shopping centers. Such vehicular <br />uses of properties along Main Street deter achievement of the <br />purposes of this District. <br />(e) The architectural character of the District is <br />predominantly one and two-story structures. Height <br />limitations for new construction or alteration of existing <br />structures are necessary to preserve the existing <br />architectural character and to prevent intensities of use <br />which could create parking deficiencies in the District. <br />~~..}}~~ Ia/ Ca1TV1~'l~t~tA'..~i. It is the City's intent that if <br />additional properties adjacent to the District are <br />redesignated for commercial uses, this overl_ay_district will <br />be extended to include such added territory. <br />(g) Design Review of all improvements in the District <br />including signage is necessary to prevent inappropriate <br />exterior alterations or additions to the built context of the <br />District which would devalue and destroy the unique qualities <br />of the District, qualities which are irreplaceable and of <br />extraordinary value to present and future residents of <br />Pleasanton. <br />(h) To carry out the purposes of the District, strict <br />sign regulations are required, permitting only the minimum <br />signage necessary to communicate with the users of the <br />District in a time, place, and manner appropriate to the <br />zoned uses of the District and consistent with the <br />architectural character and pedestrian-oriented activity of <br />the District.
