required to communicate with passengers in automobiles and <br />these regulations are designed to encourage pedestrian uses <br />and discourage vehicular uses in the District. These <br />regulations are necessary because at the present time many <br />store fronts in downtown Pleasanton are cluttered with signs <br />that fail to relate to the architectural character and design <br />of the buildings and no coordinated schemes are apparent <br />which would integrate design plans, colors schemes, and <br />signing among adjoining property owners. <br />(i) The loss of any single structure of primary or <br />secondary significance in the District by whatever cause may <br />make the achievement of the purposes of the District more <br />difficult. Neglect of structures within the District, <br />whether or not intentional, can result in the incremental <br />elimination of all reasonable use of such structures for <br />lawful purposes within the District. Such incremental <br />deterioration by neglect increases the likelihood that such <br />structures will have to be demolished to make reasonable use <br />of the property. Inappropriate or unnecessary demolition of <br />any structure is likely to have a significant environmental <br />effect on the built context which creates the unique <br />architectural character of the District. Regulations are <br />necessary to prevent the need to demolish a structure which <br />would arise whenever the condition of any structure which has <br />deteriorated through neglect prevented substantially all <br />reasonable use of the property, and to prevent the impairment <br />of the benefits of the District to other structures. <br />(j) Creation of this District and adoption of these <br />regulations is necessary and convenient to implement goals of <br />the General Plan and to: <br />(1) Retain those qualities that have attracted <br />people to settle in Pleasanton; <br />(2) Create the highest order of visual continuity <br />and functional compatibility between the various <br />physical components of the Pleasanton community; <br />(3) Maintain and enhance the character and beauty <br />of Pleasanton; <br />(4) Afford visual and psychological relief from the <br />monotony of modern urban development; and <br />(5) Preserve and enhance scenic, historic, and <br />cultural resources which, because of their age, <br />appearance, or place in the history of the area, are <br />irreplaceable and of extraordinary value to present and <br />future residents of Pleasanton. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON HEREBY <br />ORDAINS AS FOLLOWS: <br />- 3 - <br />
